1. Requires interpretation of complex government regulations on Healthcare, Medicare, IRS rules and law, in addition to Yale's systems, policy and processes to serve as independent decision maker on escalated complex issues and/or claims after performing a thorough analysis. Consults with senior leadership, vendors, and legal counsel, as necessary. 2. Works with vendors on client issues, to provide extensive case management on eligibility discrepancy, verification, denial of claims and sub-par service. Role is to ensure superior service, mitigate risk and issues to Yale. 3. Analyzes data, develops solutions, and determines course of action. Performs QA and analysis on data related to employee lifecycle and its impacts. Identifies trends and escalates proposals for change (where needed) to leadership. May identify areas where training is necessary. Administers payment of all employee job classification corrections after conducting the analysis and ensuring appropriate payroll processing. 4. Cultivates and fosters collaborative relationships with clients and HR partners. Serves as a resource for other HR functions, to support employees. Delivers superior customer service, maintaining positive working relationships with Union representatives, vendor contacts, Business Offices and Payroll. 5. Recommends changes as needed to improve processes and programs as Yale's policies, systems and union agreements change. Continuously review existing administrative procedures for opportunities of improvement in relation to design, practices, implementation, and communication. 6. Responsible for delivering community education and guidance on benefit administration programs to staff, faculty, managers, postdocs, HR partners and union representatives. This includes, representing HR and training across the University as it relates to on boarding, benefit fairs, annual enrollment, and Yale's Signature Benefits. 7. Administrator of Homebuyer's Program to include eligibility, payment processing, QA review, reporting, education, training and delivers workshops for members of the Yale community. 8. As an advisor, studies, analyzes, and provides guidance and counsel to clients on healthcare, retirement, Medicare, HR policies, procedures, and contractual obligations. 9. Represents unit on major HR projects and programs. 10. Mentors junior staff. 11. Provides back up and support to the Manager of the Employee Service Center. 12. May perform other duties as assigned.
Required Skill/ability 1: Demonstrated excellence in critical and analytical thinking, ability to translate business plans, policies, and contractual obligations, making sound, independent decisions. Poised approach to problem solving amongst diverse audiences and populations.
Knowledge of federal and state regulations pertaining to benefits and experience with HRIS applications.
Demonstrated strong interpersonal skills with customer service orientation; ability to communicate with tact and sensitivity and adjust when different situations require an adjusted approach. Demonstrated ability to respond in a constructive, collaborative, and timely manner.
Proven success in detailed work requiring accuracy, high level of productivity, organization, and a sense of urgency. Well-developed organizational and interpersonal business skills. Excellent oral and written communication skills.
Ability to collaborate with leaders and be a contributing participant on project teams, preferably Human Resources related projects relating to benefits, onboarding and HRIS applications. Demonstrated ability to problem solve and solution, influencing and supporting change.
Experience working in a Shared Service Center. Knowledge of one or more functional areas within HR (employee relations, labor relations, talent acquisition, total rewards.
